The Punjab Land Records Authority (PLRA), operating under the Government of Punjab, is a prestigious public sector authority responsible for the modernization, digitization, and management of land records across the province of Punjab, Pakistan. PLRA plays a pivotal role in reforming the land administration system of Punjab through the deployment of cutting-edge Information Technology systems, digital platforms, and robust IT infrastructure to ensure transparent, efficient, and citizen-friendly land record services.

As part of its ongoing commitment to leveraging technology for public service delivery, PLRA intends to hire the services of experienced IT specialists on a contractual basis for the period of three (3) years, extendable based on satisfactory performance. This is a golden opportunity for qualified and experienced IT professionals to contribute to a transformative government initiative while gaining valuable public sector experience.

The advertisement was published in The Express Tribune, Lahore, on Friday, June 5, 2025, inviting applications from eligible candidates across Pakistan.


General Eligibility Criteria

All applicants must meet the following minimum qualifications and experience as specified for each post. The general eligibility requirements applicable to all positions include:

  • Candidates must possess the minimum qualification stated for each respective post.
  • A minimum of 24 to 34 years of age is required for most positions (age relaxation as per government rules where applicable).
  • Candidates must have relevant experience in the public or private sector as specified per post.
  • Certification Candidates holding certifications from recognized vendors such as Microsoft, Cisco, Oracle, AWS, or Citrix will be given preference.
  • All applicants must apply through the official online portal: https://jobs.punjab.gov.pk
  • Attested copies of all educational degrees/certificates, CNIC, domicile, experience letters, and recent passport-sized photographs must be submitted.
  • Applications along with all above-mentioned attested documents must be submitted in hard form to the Director (Human Resources), PLRA.
  • Candidates applying for more than one post must submit separate applications for each post.
  • Age relaxation will be given as per Government of Punjab Age Relaxation / Civil Service Rules / Policy.
  • Candidates in Government service must apply through the proper channel.
  • The authority may conduct shortlisting of candidates, who will then be called for interviews.

Available Positions – Detailed Description


1. Assistant Director – CORE Metadata

Pay Scale: PPS-08
Number of Posts: 1
Age Limit: 24–34 years

Minimum Qualifications:
Candidates must possess a minimum of 16 years of education in one of the following disciplines:

  • Computer Science
  • Computer Engineering
  • Software Engineering
  • Telecommunication Engineering
  • Electronics Engineering
  • Information Technology

OR equivalent qualification from HEC-recognized universities.

Certification: Candidates with Citrix or AWS or any recognized university certification in IT-related areas will be preferred.

Experience Required:
A minimum of 2 years of experience in the public or private sector, specifically in:

  • Design, development, and implementation of CORE Metadata systems
  • Management and integration of Service Desk (SD) and related IT systems
  • Experience in the design, configuration, and incorporation of SIGMA, metadata tagging, primary database design, and implementation of BPO (Business Process Outsourcing) solutions.

2. Assistant Director – Database Processor

Pay Scale: PPS-08
Number of Posts: 1
Age Limit: 24–34 years

Minimum Qualifications:

  • 16 years of education in Computer Science, Computer Engineering, Software Engineering, Electronics, or Telecommunication
  • OR equivalent degree from an HEC-recognized university
  • Certification: Candidates holding relevant MEC-recognized University certification or any recognized database vendor certification will be preferred.

Experience Required:

  • Minimum 2 years of experience in public or private sector
  • Proven track record in public or private sector database administration
  • Hands-on experience in deployment of database infrastructures
  • Experience in managing Oracle, MS SQL, or MySQL databases
  • Familiarity with designing, configuring, and managing enterprise-level databases
  • Strong foundation in backup, recovery, and performance tuning of large-scale databases
  • Experience working on government-level projects related to land records or other citizen services will be given preference.

3. Assistant Director – Network/Security

Pay Scale: PPS-08
Number of Posts: 1
Age Limit: 24–34 years

Minimum Qualifications:

  • 16 years of education in Computer Science, Software Engineering, Electronics, or Telecommunication Engineering
  • OR equivalent from an HEC-recognized institution

Certification Preferred:

  • CCNA / CCNP / CCIE or any Cisco-equivalent certification
  • OR Microsoft Certified: Azure Security Engineer or equivalent network/security certification from a recognized body

Experience Required:

  • Minimum 2 years of relevant experience
  • Hands-on experience in design, deployment, and management of network infrastructure
  • Strong expertise in Network Access Control (NAC), firewall configuration, VPN management, and Intrusion Detection/Prevention Systems (IDS/IPS)
  • Knowledge of LAN, WAN, VLAN, SDN and enterprise networking protocols
  • Experience with security audits, vulnerability assessments, and remediation procedures
  • Expertise in implementing cybersecurity frameworks and ensuring data protection compliance

4. Assistant Director – Broadcast/Backup

Pay Scale: PPS-08
Number of Posts: 1
Age Limit: 24–34 years

Minimum Qualifications:

  • 16 years of education in Computer Science, IT, Electronics, or Software Engineering
  • OR equivalent from an HEC-recognized university

Certification:

  • Windows Server, Microsoft Certified System Administrator (MCSA) or equivalent certifications preferred

Experience Required:

  • Minimum 2 years of experience in IT infrastructure management
  • Strong background in broadcast system management, media streaming, or enterprise backup solutions
  • Expertise in Microsoft Enterprise Infrastructure including Exchange, Active Directory, and Windows Server Administration
  • Hands-on experience in data backup and disaster recovery planning
  • Experience in Citrix Virtual Desktop Infrastructure (VDI) or similar platforms
  • Demonstrated ability to manage data center operations and service delivery

5. Assistant Director – Infrastructure

Pay Scale: PPS-08
Number of Posts: 2
Age Limit: 24–34 years

Minimum Qualifications:

  • 16 years of education in Computer Science, Computer Engineering, Software Engineering, or related field
  • OR equivalent qualification from an HEC-recognized institution

Certification:

  • AWS Certified Solutions Architect, Microsoft Certified: Azure Administrator, or similar cloud infrastructure certifications preferred

Experience Required:

  • Minimum 2 years of experience in IT infrastructure at entry level or above in a public or private organization
  • Demonstrated experience in managing emerging IT infrastructure, including physical servers, storage systems, and networking equipment
  • Strong knowledge of cloud computing, virtualization, and containerization technologies
  • Experience in deployment, maintenance, and monitoring of IT infrastructure
  • Capability to handle scalability, availability, and performance of large-scale IT systems
  • Understanding of ITIL framework and IT governance standards

6. Assistant Director – Microsoft

Pay Scale: PPS-08
Number of Posts: 1
Age Limit: 24–34 years

Minimum Qualifications:

  • 16 years of education in Computer Science, IT, Software Engineering, Electronics, or equivalent
  • Recognized degree from an HEC-approved university

Certification Required/Preferred:

  • Microsoft Certified Professional (MCP), MCSA, MCSE, or any advanced Microsoft 365 / Azure certification from a recognized institution

Experience Required:

  • Minimum 2 years of experience in managing Microsoft environments in a public or private sector organization
  • Proficiency in Microsoft Azure, Office 365, SharePoint, Teams, and related enterprise tools
  • Experience in managing Microsoft Licensing, Group Policy, and domain environments
  • Strong knowledge of Active Directory, DNS, DHCP, and Group Policy Management
  • Hands-on expertise in Microsoft Exchange Server Administration
  • Experience in Microsoft Security Compliance and Identity tools preferred
  • Exposure to Power BI, Power Apps, and Power Automate will be considered an added advantage

7. Assistant Director – Network/Database/Security

Pay Scale: PPS-08
Number of Posts: 1
Age Limit: 74–54 years (senior level)

Minimum Qualifications:

  • Bachelor's or Master's degree in Computer Science, IT, Software Engineering, Electrical Engineering, or Telecommunication
  • OR equivalent from an HEC-recognized institution

Certification Preferred:

  • Cisco CCNA/CCNP, Microsoft Azure/MCSE, or Oracle DBA Certification

Experience Required:

  • Minimum 10 years of experience in public or private sector across Network, Database, and Security domains
  • Demonstrated experience in designing, deploying, and managing large-scale IT networks
  • Expertise in database design and administration, including Oracle and SQL Server environments
  • Strong knowledge of information security principles, PKI infrastructure, and data protection regulations
  • Ability to lead and manage cross-functional IT teams
  • Deep understanding of government IT procurement and compliance standards

8. Assistant Director – Electrical

Pay Scale: PPS-06

Age Limit: 22–32 years

Minimum Qualifications:

  • Bachelor's degree (BS/B.Tech) in Electrical Engineering or equivalent from an HEC-recognized university or institution

Experience Required:

  • Minimum 2 years of experience in the public or private sector
  • Hands-on experience in designing and managing electrical systems including power distribution, UPS systems, generators, and electrical panels
  • Knowledge of HVAC systems related to data centers and server room environments
  • Experience in electrical troubleshooting, preventive maintenance, and energy management
  • Ability to manage electrical infrastructure for data centers and government office buildings
  • Understanding of WAPDA standards and national electrical codes applicable in Pakistan
